On Tuesday Trump, who had previously accused Democrats of stalling the bill, said the progress on it was bipartisan and that "farmers were well taken care of".
A federal ban had effectively halted production of hemp for years over fears that it would pave the way for the cultivation of marijuana.
16th District Congressman Adam Kinzinger says, "This legislation is a big win for the 16th District of IL and marks the first time since 2002 that a new Farm Bill will be enacted in the same year that the old one expired".
"I'll be happy to loan him my hemp pen for the occasion", joked McConnell, a conservative from the state of Kentucky who had vigorously defended the measure after already pushing for the authorization of pilot programs in 2014.
Village Farms' potential hemp and CBD business opportunities may include, but are not limited to, the conversion of a portion of its 5.7 million square feet of existing, high-tech greenhouse operations in West Texas (one of the best growing climates for hemp in the U.S.) should the state of Texas remove hemp from its controlled substance list. "The passing of the Farm Bill is a great step in the right direction, but much more needs to be done to help pull our nation's dairy farmers facing financial crisis as a result of low milk prices and the impacts of retaliatory tariffs on dairy product exported to some of our major dairy trading partners", the group said in a statement.
The bill continues Congress's move away from providing money to grow specific quantities of crops and instead helps to reduce farmer risk by subsidizing crop insurance.
According to David Mangone, director of government affairs for Americans for Safe Access, federal agencies will now have to respond to the farm bill, once it becomes law, by adjusting their policies regarding CBD.
But don't expect flawless clarity. Village Farms is now working with lobbyists in Texas to have hemp removed from Texas' controlled substance list in the upcoming early-2019 legislative session.
Legalizing hemp is "part of the momentum" moving Congress closer to the passage of cannabis bills, said Rep. Earl Blumenauer (R-OR).
"I want to thank Senator Pat Roberts, who has been a mentor to me throughout this process and who has now seen through eight Farm Bills, as well as Chairman Conaway for his leadership and guidance".
"Obviously, every farm bill represents kind of a consensus, but this was a very pro-agriculture, pro-farmer farm bill, and that was our goal from the very beginning", Thune told The Daily Republic via phone on Wednesday. But Blumenauer acknowledged that he was pleased with the hemp portion of the measure. "We will address these issues in the next Congress".
"It'll be new to our generation, and that's something really interesting", Rodes said.
