Pochettino has guided Spurs to fifth, third, second and third in his four completed league seasons as manager.
They were due to move into their new 62,062-seat stadium at the start of this season but there is still no date for the official opening.
"Daniel Levy is creating a legacy that is going to be fantastic for the club", he said.
But the 46-year-old Argentinian, who is in his fifth season in charge of the north London club, says he can envisage helming a similar dynasty to Wenger, albeit with a happier ending if possible.
"It's true that we work and we know the reality of all that happens inside, and we can not expect that the people live the same reality or have the same knowledge about what happens inside".
"Of course we're doing a fantastic job but if we want to be real contenders we need to operate in a different way in the future".
"The most important thing is I accepted the challenge when Daniel Levy called me to offer me a contract", Pochettino said.
Tottenham are in a project now that is normal and maybe we are in advance in the football side, but I think we are creating and Daniel Levy is creating a legacy that is going to be wonderful for the future of the club. Sometimes I laugh when people say we need to win a trophy.

Alli's own form heading into the new year capped off a memorable 2018 in which he emerged as one of the biggest stars of the English game - a year he is keen to build upon in 2019 as he attempts to end Spurs' decade-plus wait for a trophy.
Hueng-min Son will head off to compete at the Asian Cup soon and Pochettino will want to make full use of the attacker while he's still available so I expect him to start in attack. But I don't know because I need to ask him if I have one day the possibility if he is so happy in the way that he finished.
"We have the opportunity now against Chelsea and in the next few months to show we're capable of being more competitive than we were".
Spurs overtook Manchester City on Boxing Day with a 5-0 win over Bournemouth to move to within six points of league leaders Liverpool. We were very nice kids playing football and now we're more mature, more competitive.
We are so ambitious and we have the ambition to win. "We grow a lot in the last five years and I think this game was important to learn a lot".
"When you think of how we can improve our squad, it's not only about adding quality players, it's about being a bit naughty", said Pochettino.
